Could you give the full dmesg output of the buggy case?  Something might be
seen there.  Also, give the hwinfo utput taken on the system, too.

FWIW, there is really little change regarding r8169 in Leap 15.2 kernel, the
only change was about the fallback of the unsupported chip that used to work on
Leap 15.1.
