Could you please add some more information:

1. What PCI device would you expect?
2. Is this on LPAR, KVM, or z/VM?
3. Could you please provide the IO Configuration of the CEC with regards to the
PCI devices?
4. (if used) what z/VM or KVM version, and the directory entries or KVM vm
configuration.

Note, that back when I tried last (which is some years ago), you had to enable
pci support from kernel command line with the pci=1 parameter. This might have
changed since.
