Further investigation revealed that the observed abnormal behaviour is caused by a new version of thinkpad-acpi. Blacklisting of thinkpad-acpi causes temperatures to return to normal values. With the current version idle power is 36 Watt. Upon blacklisting idle power goes down to 18 Watt, the same value as observed with the older kernels.
