This change turned out to be harmful: the unconditional requires of kernel-$flavor from kernel-$flavor-devel would result in the unnecessary installations of all kernel-$flavor packages during the KMP package builds, for example. Also, lots of people reported the superfluous installations of kernel-preempt with Nvidia or dkms packages. So we need to to revert this change, and reconsider about the original issue. BTW, the depmod warning stated in this bug report is basically harmless; if the corresponding kernel doesn't exist, nothing bad would happen, and if the kernel is installed later on, it'll run depmod again and everything should be fine.
