@Mr. Takashi Iwai, short answer: problem ist NOT gone. Installed 5.3.18-57
kernel on top of current Leap-15.4 System. Behaviror same as before.

However, there's a long answer, too. There's a stochastic element to all this. 

See, if you have, say, 12 sorties of a Leap-15.4 (or TW, for that) system, then
9x you shall find that 60���C idle temp problem, and 3x temps move to ~45���C while
the fan level moves to zero.

Even did experiments with Legacy Boot vs. UEFI Boot but could not find
deviating behavior there, i.e., with Leap-15.4 or TW you shall find the erratic
60���C idle temp issue, with Leap-15.0 ... 15.3, live is good.
