For me today's update made it worse, black screen after suspend and hibernate, switching TTY doesn't have any effect. Downgrading to systemd-252.2-1.1.x86_64 and performing a cold boot solved the issue, as described in comment 5. This bug is really weird, I cannot find any hints in the logs.
