The system gets kernel-syms installed via dkms or some other stuff.  And
kernel-syms installs both kernel-default-devel and kernel-preempt-devel as
Requires.
So it's partly a long-standing issue of dkms and such stuff, which didn't
surface until now.

No, kernel-devel should be fine, and that's what I suggested in the other bug
report about dkms packaging.
