Just some blind shot:
Is the problem persistent if you blacklist the WiFi driver but leaves BT?
I suspect somehow conflicting between WiFi and BT initialization.

Also, do you still need to uncompress the firmware?  The known bug in BT QCA
driver was fixed in 5.13.2, at least.
