Today I had some time to commit to trying to triage this out a little better.

I did find some other people with similar problems on different distros.

The problem exists in the 5.15 vanilla kernel package

The problem exists even after I remove packages to do with the 470 nvidia
driver.

I updated the BIOS on my laptop.

Created a new user and made sure it wasn't something related to KDE settings
for my current user.

The problem sometimes takes a minute after boot to show up.

Symptoms I've noticed:

QEMU is crazy slow trying to boot my Win11 VM, with the spinning dots barely
moving at all.

Using messenger.com for facebook messenger in a browser [any of them], or
Ferdi, switching between two different chats a few times, the delay on each
switch is 2-4 seconds. A fraction of a second on 5.14.11.

Logging in to KDE might be up to 20s. Granted my login is a little extended for
use of systemd-home with luks, but not 20s.

Launching of Ferdi is about 7-8s. Normally 2.

Even switching between different e-mails in Thunderbird is delayed by a second
or two - normally instant.

But, since this is in vanilla, I guess I'm going to have to say that it's
upstream, and something that seems like it might even be hardware specific to
my system.
