You should see an improvement in TW / 15.4, because the switch from xz to zstd compression, for both kernel modules and the initrd itself, should provide quite a bit of speed-up. Wrt parallel execution, we simply call "dracut --regenerate-all". Unfortunately dracut doesn't support parallel execution so far. That would be a rather simple patch to submit upstream.
