It seems I can reproduce the issue.  I've done it at least once.  \o/

::: Steps to reproduce :::

o Sleep laptop
o Connect the phone to the laptop via a USB-C cable
o Resume laptop (press on/off button)

::: Work-around :::

o Resume laptop, then connect phone.
