KDE's system sounds do work when logged into KDE as root, but not as any other user, even after explicitly turning login and logoff sounds on in systemsettings, and rebooting.
As normal user, attempting to open YaST2 causes a popup window saying only
Su returned with an error.
Users are members of groups audio, pulse and pulse-access in /etc/group.

BTW, I discovered this by discovering SMplayer won't play audio from h.264 transport streams, and can't test if VLC has the same problem while logged in as root.

As you might have inferred from inclusion of libpulse* in OP, pulseaudio is not installed

You're describing two different issues, I think. I can't reproduce either so I'm not sure.
While on the surface it seems obvious no YaST and no sound should be unrelated problems, the facts that root does have sound and su is broken for YaST for non-root makes it look likely there is some connection between the problems. I have no idea whether or if system sounds are possible in Icewm, but when I try to open YaST there, a small empty su xterm window opens, then closes.
Changelog for util-linux indicates in October config files for su were migrated from coreutils to util-linux. That changelog entry refers to https://bugzilla.novell.com/show_bug.cgi?id=814626 which is classified as a Gnome bug, but discusses pam. From reading of comment 17 there, maybe that move is broken for systems upgraded from a previous milestone, as evidenced by the .rpmnew files in /etc/pam.d/ here.

I added a fresh minimalistic 64 bit 13.1/KDE4 installation from DVD to the same host. The only *pulse* installed here too is libpulse0 and libpulse-mainloop-glib0. At first, sound for ordinary user did not work. I added users to video, audio and elsewhere in /etc/group, rebooted, and sound for ordinary user in KDE works.
YaST2 for ordinary user works too, though selecting sound YaST2 claims the only sound device is not configured.
I guess in the other installation somewhere along the zypper dup'ing way from M3 to final with latest updates something got fouled or omitted and either needs to be installed or reinstalled. Any ideas what that might be?

Several reasons. I'm a KDE user. Package names with an initial "g" tend to be gnome or gtk, or are derived from or having roots in one and/or the other. Any time I'm given a choice between two packages, one of which contains a string that begins with "g", and the other which does not, the one without becomes my initial choice. I have an additional aversion to gstreamer, as it does as Windows apps often do by incorporating versioning in its root package name. I have a second aversion in gstreamer's incorporating (usually unnecessary, plus 2 strokes to type, one of which is non-touch/top row) underscore character(s) in its filename.

If SMPlayer and VLC don't have sound either, it's not a KDE problem, but a systemwide problem.
Do you have sound if you log into icewm instead?

Eventually due a brief popup message "sound disabled" I figured out SMPlayer tries to use Pulseaudio whether it is installed or not. Selecting Alsa in its settings solved the problem for it. Meanwhile, I had installed a whole bunch of gstreamer* and deps, and VLC will no longer play even the video for the same files SMPlayer now plays OK.
Do you have sound if you log into icewm instead?
Two nights have passed since, but IIRC, using Icewm didn't change anything. I don't know if Icewm is capable of providing DE sounds like KDE does, which would indicate whether sound works for that login at all.
I started a separate thread in opensuse-multimedia at the time which has yet to generate any response.
