After checking the web, it appears that it will be part of the base
package in Plasma Workspace 2.

And i guess you mean NM plasmoid and libs, not NetworkManager itself?
The first seems unlikely imho, since already with 4.11 have some remaining
parts been removed. NM off course will never be part of kde-workspace.
