It shouldn't be. It works for me with the same version of KMail.
Firstly, if you are not using the "detect automatically" function, check that
you are clicking the Add button to move the mailing list address from the
text entry to the list of addresses. That's the basic sanity check.
Secondly, see if these settings are being saved at all.

You should have a group of settings for each folder in there. The name of the
folder varies depending on your mailserver etc, but you can locate it using
the name of the folder as it appears in kmail, eg:
Can you check that kmail can write to that file?
Also, set up Mailing List Management, close the dialog, but don't exit kmail,
then load the config file in an editor and see if the changes are there?
KMail writes these immediately.
