Quite a while back I had network problems and at that time the widget at least showed a message to the effect that it couldn't reach the server. Now (with no general network problem) it simply shows the blank window with "Hamburg" in the title.

I tried installing a (the?) weather plasmoid to see if it would work for me and was unable to configure it for Kansas City, MO, a not un-large city (we've got a team in the NFL) (sure it always looses but we've got a team, OK?) -- so yes, it appears something isn't working
I found that opening konsole and then stopping and restarting the network service resolved the problem.
