It is common in many programs, but it doesn't appear intuitive without checking a logic. You don't want messages to expire instantly, so 0 time is not used for any real need. BTW, expire can be unchecked and then it will not be applied. If checked, one can choose action, delete or move meesages to another folder. I use second to move all old messages to archive folder.
