I can't find a way to select a user agent in KDE 2.2.2. (Except for the site-by-site list in Preferences, of course.)
I first noticed this same problem after updating to the new KDE2 as well. Suddenly the "Change Browser ID" menu selection was gone! I did as you and searched hi & lo to get it back, but I just came to the conclusion that one of the developers failed to put it in when they did their compile. I thought that maybe because the preferences part worked so well, that maybe they saw no need for it in the menu! It never really seemed to work well when I tried usng it from there anyway!
I know this question had come up another time and at the time I didn't know as I was getting accustomed to the new SuSE 8 & KDE3, but it's back! Konq now has the menu selection, under Tools to change the browser ID! Another good reason to move to 8 or at the least, KDE3?
I haven't actually done it yet, but I think I now know the answer of how to do it in KDE 2.2.2, thanks to Pam and Liz's posts. You need to install the kdeaddons package (the KDE 2.2.2 version should suffice) and then go to Netscape Plugins, where a scan should install the uachanger plugin. The power of mysterious incantations in getting computer programs to behave properly proves itself again. :-) Paul
