It's called 'Access Keys'. You press the control key and the letters appear on each link. Then you can press one of the letters or numbers on the links to go to that link. It's an accessibility feature, for people with limited mobility. I think if the web site specifies which access keys to use, it uses them, otherwise it assigns its own.
