No. At least not until KF5 has proven itself stable and mature enough (to put it that way). As far as I know there might be still some KDE4 updates coming during the period where everything migrates to KF5, so we will see KDE:Latest and KDE:Frameworks5 co-existing for some time. And here the split between the two makes perfectly sense in my opinion as that we might have users that want to remain with KDE4 for some longer period.
