If you were reading that from https://en.opensuse.org/Lifetime you might have noticed an inconsistency in it. In addition to "Sep 15th 2014", it also says "2 months after release of 13.2". The 13.2 development period was extended, and so it isn't due for release until November. Thus, 12.3 should remain in support at least into next year.
