I fixed my kde3 install by downgrading all rpm that were upgraded on 4/24. I moved all the updates from 4/9 & 4/16 to /home/david/suse/goodK3/{noarch,x86_64}, then removed all the duplicates, launched fluxbox as the desktop and used:

You won't need systemsettings-kde3 any more as kcontrol now works well with the fixed suse-desktop-data package. Anyway I have just excluded the file kde-settings-power.directory from systemsettings-kde3.
