Well, you complained about the version of a package shipped by one
distribution. In this case it's most effective to complain to the
packager directly (SuSE in this case).

ax25ipd --version yields "1.0.2 / 0.0.4" which means that 1.0.2 is the
upstream version number (the one given by the author) and 0.0.4 that
it is the version that belongs to ax25-apps 0.0.4. I don't know the
exact reason behind this, I believe that program isn't maintained by the
author anymore and evolves differently for different platforms. It
should work by the way for both kernel 2.2.x and kernel 2.4.0.

Hmm, ax25ipd on RH is exactly the same as the one on SuSE Linux, which
exact distribution did you try and which version number do you get there?
BTW, are you by any chance using the patch by dg2fef/dg1kjd? Some
tools may indeed need a recompile then.
