It was decided to stay with the Gilouche icon theme for some reasons (Jakub probably remembers). But Jakub has been working on an updated sonar icon theme. I don't know if he wanted to have that for 11.2 by default. Jakub?
I have installed sonar-icon-theme, but Lock Screen icon is missing. So, this issue has to be fixed at first, if it would be used by default. But that is general problem - bug 540023.
Generally, it's because the theme provides an old icon name instead of the new one used by the app, or because the app uses the old icon name that the theme doesn't provide. So it's not really a general problem, unfortunately (that would be easier): it's something that has to be investigated each time to know what should be fixed (theme or app).
