The repository GNOME:Factory targets 'Factory', not openSUSE 12.3.
As GNOME 3.7 is the dev branch, this is not being made available yet for the stable openSUSE 12.3 release. This is expected to happen (hopefully) shortly after GNOME 3.8 is actually being release (by means of a GNOME:STABLE:3.8 repository).
It might make sense to enable building against 12.3 in G:F (without publishing) so we can start making sure it at least builds fine.
