There is a bug (https://bugzilla.opensuse.org/show_bug.cgi?id=1195269), where license translations don't present on openSUSE Leap 15.4. I think, it is because count of new lines on translation file not same as in original file on Webplate platform. I have fixed that for Russian language, written to bugreport, but no answer about 3 days. And I don't know, when Leap license files will be updated from github skelcd repository. Can you tell me please, how can I check my theory? Because I'm afraid the problem won't be fixed.
