shutting down nscd (rcnscd stop) and then adding a user works fine.
(note: the user actually IS added to /etc/passwd, even with nscd running).
I'll check bugzilla for a similiar issue and if nothing found, I'll register
if there is anything, it didn't go through the screening to me yet.

If you can reproduce the problem, attaching full useradd strace and
running nscd with -d and pasting the output when it hangs would be
helpful; do all other name lookups on the system (e.g. `id`) hang at
that moment as well?
