we, the Razor-qt team, were contacted by various people that it would be great if we can push razor-qt into official openSUSE repository. And finally, Jos Poorvliet suggested real steps to do something.

It's fine, I already maintain suse rpm packages of razor-qt in OBS. But how can I handle a "add to factory" request, please?
With some people we have X11:QtDesktop OBS repository. It contains (IMHO) set of important and relatively acceptable quality software (based on Qt) which is slowly expanding from our home:repositories. So maybe it will be cool to add some useful utilities into factory as well...
Is it possible to use X11:QtDesktop as a devel repo for factory? And then to use just "submit package" to factory?

The first part involves talking to coolo, the rest is only about submitting all your packages. Make sure to submit your dependencies (i.e. any needed libraries) first, otherwise 'factory-auto' review may complain. Or speak to coolo and get an exception to submit everything at once ;-)

The Qt libraries are already built under the KDE:Qt repository, and there are Qt packages already being built under various KDE: project like KDE:Distro:Factory and KDE:Extra. Is there a reason you are creating a new repository in a different place, rather than using one of the existing repositories or creating a new project under the KDE: structure like the Qt libraries?

the only one reason is that the "qtdesktop" is handled as a universal platform for packaging. So there rpm packages for fedora/redhat built in the OBS as well. Is it a real problem?

I am honestly not sure about the best approach. Maintainers of the opensuse-kde project would need to chime in. There are a few, probably unrelated issues.
1. The project to use. Currently there are a series of KDE subprojects. KDE:Qt is where Qt libraries are stored. KDE and Qt apps aimed for openSUSE:Factory go into KDE:Distro:Factory. KDE and Qt apps not aimed for Factory go into KDE:Extra. Updates to applications released with openSUSE:Factory go in KDE:UpdatedApps.
However, I don't think any of these are currently built for distros besides openSUSE, so they may not be appropriate. On the other hand, we already have a lot of KDE and Qt repos, and it is worthwhile to try to avoid confusing users by adding yet another KDE/Qt oriented repo.
2. The root of the subproject. Assuming you keep an separate project, currently it is under X11:, but considering pretty much all other Qt and KDE apps are under KDE:, I personally think that would be a better location. This has no impact on what distros you build for, because each subproject has independent build targets.
3. How to handle updates and current openSUSE releases. Will users be expected to use that repo, or will updates be pushed to KDE:Extra?

From my experience, razor-qt components conflict with KDE3, breaking file managerassociations and the menu structure. I suggest there problems to be fixed before razor-qt is added to Factory. For example, KDE4 lives well along KDE3, why razor-qt cannot?

The question is if we replace it with razor-qt as "latest hype desktop" as someone put it. To me it really fills a need for people that do not want the full experience KDE has to offer at the moment, but like the look of Qt apps.

I'm testing razor-qt on 12.1, not sure but I don't think it is ready for prime time. small issue here and there, missing apps. There are too many missing apps (pure qt apps I mean) for a QT desktop. So, ok for putting it on dvd but think twice if you want to put razor on desktop selection during installation.
