No. Tumbleweed is actually Tumbleweed, a rolling release w/o a number designation. It is not a "testing" release or a testbed for any later release other than itself, another, future Tumbleweed which may happen tomorrow and again the day after, ie: "rolling". openSUSE 13.3 "Will not be!"

There is no "logical path" from Tumbleweed to a release that is not planned. The next openSUSE release other than Tumbleweed will be Leap 42.1 and is not based on or derived from Tumbleweed. If you are really interested, follow the discussion in the chat room "opensusse-factory".
