It is needed to build 389-admin (389 Administration Server).

The question for this and the other packages... Are you willing to maintain them?

e.g. taking care they build, fix bugs, fix security issues over the 18 month openSUSE lifetime past release?

Politics, I suggest you to stick with mod_ssl.
