Is mitigation possible at all? I can't imagine it. It would be like removing Ukraine from the global food production map via radioactive poisoning, recoverable only via a vast amount of time and expense. Where would the money come from?
You really need to work on your analogies. But what I have in mind is providing "legacy" repos as Richard outlined.
