Seriously, this will be an issue for all distros, and waiting on
volunteer developers to find enough time to solve the really hard
problems involved will never get you there. It's a key problem that
needs investment and at least one of the distros needs to step up and
fund a solution. Same for printing.
Perhaps focusing on mupdf would be more efficient, because it is much faster
and more memory efficient, already includes more features than poppler, the
company behind it is very experienced in matters of document rendering, and
just lacks a proper front-end at the moment. About the latter, there exists a
preliminary mupdf backend for okular.
