The change doesn't remove already created directories, only stops creating the directory to new users.

What scripts would break and why?
What documentation? They should be updated too.

Anyone who really prefers the $HOME/bin/ could create it at any time.

Please don't.

It would break many scripts for no gain. It would also break a lot of
documentation.
