Maybe so, but I'm on 20221103 and with those lines there it works as I'd been accustomed to it working since I first started using openSUSE/SUSE. I'm not so sure it's a "bug" in the classic sense and more of a shift in [initial] setup paradigms; basically an awareness thing and tempering expectations.
