What would be the point of such split? The OS provides some built-in defaults in whatever form, the admin tunes it further via /etc/ and potentially ~/.config/. The true benefit of /etc not being owned by rpm anymore is: only what exists will be used, which makes backup/restore of relevant settings easy and obvious. With the current junk in /etc it is cumbersome to extract the relevant configuration snippets. Olaf
