Well... I don't think submission to Factory is so simple and straightforward, i.e. there might be obstacles for users with lower expertise, so they "just" keep their work in their home projects. It's for other discussion, bit OT here, sorry, and IMHO, even if everything would be in Factory, it doesn't mean s.o.o is unneeded.
This is a pretty important thing to discuss in general though. Factory is the gateway for all the packages in openSUSE distros as well as SLE and derivatives. Factory submission process is the only way for those to be able to grow, and if we are unable to attract even novice maintainers to be able to do it, there is no way for the openSUSE Project to continue existing past the current generation of maintainers.
