That's what I think will have happen when the package versions supporting python3.6 and python3.10 have to diverge.
My phrase "will there always" meant to unconditionally maintain separate source packages. Otherwise coordination for each split is needed and this will happen at an increasing pace.
And another interesting question is what's installed as default by
zypper in python3-foo
when using existing ansible/puppet/salt/whatever configuration code.
I guess it will still be the system Python stuff. :-/
If you build ansible or salt only for python 3.10, then you will get the 3.10 version, otherwise I'm afraid it will default to the system python.
