None of those packages mentioned are "BuildRequires" for ghc (yet) but they will be created as a result of that package's build (and only then the respective *-devel packages will require those packages). I'm aware of the problem, but I need to debug it and lack the time to do so, but when I skip the review now, we will have the problem again. It's part of "my work" on obs - and it's even high in that list - sorry.
