No. There's nothing in the paragraph that precedes the one I cited that changes the meaning to be anything other than Factory. Factory is the basis for Tumbleweed, 13.2 is not. Factory is a "main" branch, think of it that way. Each release (13.1, 13.2, 14.0, whatever) is a fork of factory at a particular point. Tumbleweed is a release based on the main branch. Patches may be/are (to use a git term) cherry-picked from one to the other (one of the devs would have to describe how this is done more specifically).
