It's a feature of KDE 6.1 they wanted to clean up the shutdown so only the option you selected is confirmed.

So it's not a bug but a feature, and it is deliberate.

i also can confirm that.

it is the same for me.

when using the lock/shutdown icon from the desktop panel now only the shutdown option appears.

before, i could select which option (restart/shutdown/logoff/...) i want to use after clicking on that icon.
