But I think that Tumbleweed and Leap share the same management line; i.e. packages which submitted to Factory will be applied to both of them (although timings are different).
No - there is a bot that is submitting stuff from Tumbleweed to Leap if it happens to build - but the maintainer (you in this case) still has to approve the inclusion. We don't want to ship things in Leap which the maintainer does not see fit for it.
But this (instlux for Tumbleweed) should be included only to Tumbleweed, not Leap, because download URL is embedded (built-in).
Just submit it to openSUSE:Factory - and if you should get the review request for openSUSE:Leap:42.2, decline it (Max might also put it on the exclude list before this happens...)
So I want to ask how to handle it.
