You are correct, it is ISO 32000, So it is not a proprietary format. See http://en.wikipedia.org/wiki/Portable_Document_Format for more details. However, while it is true that adobe adds proprietary things, they in time end in the standard. The XFA forms were published in 2009, with earlier specifications (see wikipedia table), all part of that ISO standard.
