Why only tumbleweed has wtmpdb installed and none of the leap from a 15.4 to 15.5 upgrades do and zypper in wmtpdb  - says no provider of wtmpdb in leap.

How do I install it on leap or is it only Tumbleweed and micro?

I would guess most users aren't subscribed to this mailing list and as
such won't do this because they don't know about it.

So, is this being dealt with in a future update?

Until now nobody has an idea how to "fix" this with an update: it's no
longer possible to distinguished between "not enabled because of the
bug" and "not enabled because admin did disable it".
