I'd say, that depends. If rpm -V zypper libzypp is silent, then it's a bug in the package. But if the gpg2 is a missing dependency, then it's your fault / usual factory problem. BTW: x86_64 still shows these problems as gpg2 is having issues - most likely with the openldap update.
