Looks like this is the case. I have multiple packages installed from d:l:p and Cloud:Tools and they are all still on 3.6. So, it seems from this side, the transition isn't over yet.

According to https://build.opensuse.org/project/monitor/devel:languages:python d:l:p should now be rebuilt (atleast for x86_64), there are however a bunch of build failures and unresolvable packages (some packages require python 3.6 abi) such packages obviously won't have rebuilt with python3.7, Cloud:Tools seems to now be in a similar state but its 5 hrs since your email so thats probably given obs some time to finish building what it can.
