Unannounced RUNPATH policy change in TW

Hi, apparently, the policy for RUNPATH in TW has been changed silently, causing lots of build failures. As it is holiday season currently and many package maintainers are on leave, the remaining time span for fixing any build failures is significantly reduced. I think both doing it silently, and doing it now, is quite bad. Can this please be reverted for now, and then repeated in a coordinated manner later?
