You can look at http://download.opensuse.org/factory/repo/oss/media.1/build to see the build number and wait till it's > 717 (or check media.1/media for a build time). The syncing to the mirrors is going on all the time, so when you start updating, it's easily possible that you get the first files from download.o.o itself and during the update mirrors become available. If you want to avoid that, check your favorite mirror's build number.
