Well, start by subscribing to the opensuse-translation at opensuse.org mail list, and ask there for details.
At least one on your team needs an account on the translation cvs server. If there are several members, you should consider using the vertaal platform, or another coordination method.
However, the process for translating Leap is stuck. Nobody seems to be capapable of creating the Leap branch, so we can't even start translating. I don't know what to do.
