Yes, it will be a 5.3.x kernel with patches and backports from later kernels (certification with e.g. hardware vendors takes time.....)

As of now I have no other information - maybe a SLE developer can answer? Delevopment of Leap is rolling until a certain point in time (Beta?), and Kernel finally comes from SLE side
Both Leap 15.2 and SLE15-SP2 will be based on 5.3 kernel.
