Well, your claim is not 100% true :-)

* Sat Nov 25 2017 - Fix boo#1069822 Can't build with openssl 1.1 (Coming soon as default in Tumbleweed 201711*) Adopt Debian way, by switching to libressl-devel.
* Fri Nov 24 2017 - Added path 0002-basic-support-postgresql10.patch inspired by openscg work on their fork pgadmin III LTS. Connection to postgresql10 server is now possible.
Uh, and it works You're right on one thing, there's no patch to connect postgresql10 scram- sha256 ....
For pgadmin4 package, There's already a bug open for this request, but it seems stuck (perhaps for enough good reason), Last few weeks upstream changed its mind about having qt5+python3 to a more embedded solution. Beside the number of missing python-flask packaging (almost all of them done), There's choices to be made by having only desktop mode or the server mode (This world is not simple as it seems, really)
About the stable 4x release, it still get between 100 to 200 commit pro week. sigh!!! Even if it become better.
BTW any real contribution is always welcomed, I also have to have time spent on real paid work (the one which pay bills).
