But if you set an empty password, kwalletd (neither 4 nor 5) will ask for a password at all. So maybe that's the difference on your systems?

You can use kwalletmanager (or KDE4's systemsettings/"Configure Desktop") to change the password for the KDE4 wallet.
Other possibilities I can think of at the moment: - you installed kwallet-pam (or whatever it is called), that would open the wallet automatically on login no - you chose to use a GPG key instead of a password no
in my many and various attempts to get the wallet i wanted i had delete wallets and i found that it had left a "salt" laying around so when you ran kwalletmanager it seemed to recreate the missing "kwl" file.
